Since July 2020 in order to ensure environmental safety, identify ways and means of reducing the risk of harmful impact on the environment of economic and other activities through independent verification of such activities for compliance with environmental protection requirements and other indicators established by the legislation of the Republic of Belarus, the Center provides consulting services on the preparation of unfinished construction projects for acceptance into operation for their compliance with environmental safety requirements imposed on completed construction projects.

Areas of consulting services for the assessment of design and other decisions on planned business and other activities
- preliminary assessment of design and other decisions on planned economic and other activities, for their compliance with environmental safety requirements, in terms of the impact on components of the natural environment (land (including soil), subsoil, water, atmospheric air, ozone layer, flora and fauna, microorganisms);
- preliminary analysis of the environmental impact assessment report (hereinafter referred to as the EIA) for its compliance with established requirements for composition and content;
- assessment of the possibility of placing objects of the planned activity taking into account compliance with environmental safety requirements and urban planning regulations;
- assessment of design and other decisions on planned economic and other activities in order to establish the need to conduct an environmental impact assessment;
- assessment of design and other solutions for the purpose of classifying the object of the planned activity as an object of state environmental assessment;

What the consulting service does not include
- conducting a state environmental assessment of pre-project (pre-investment), design or other documentation on planned economic and other activities;
- implementation of control in the field of environmental protection and rational use of natural resources.
Stages of providing consulting services
- collection and analysis by specialists of information provided by the customer
- preparation by specialists, in agreement with the customer, of a plan for conducting consulting services;
- visit of specialists to the place where the entity carries out economic and other activities;
- involvement in the provision of consulting services, if necessary, of measurements in the field of environmental protection, of a laboratory accredited in the National Accreditation System of the Republic of Belarus, in accordance with the procedure established by the legislation of the Republic of Belarus;
- preparation by specialists of a report on the provision of a consulting service containing recommendations on reducing (preventing) the harmful impact of the economic and other activities of the entity on the environment

What is required to receive a consulting service?
Consulting services for economic and other activities of legal entities or individual entrepreneurs may be provided on a voluntary basis at the expense of the entity’s own funds.
Submit an application for the provision of consulting services and conclude in the prescribed manner an contract for the provision of consulting services indicating the object, form and directions of the consulting service, and the time frame for its implementation.

Consulting services for public discussions
Since July 1, 2021, the Republican Center for State Environmental Expertise and Advanced Training of the Ministry of Natural Resources, in order to ensure transparency and take public opinion into account when assessing the impact on the environment, provides consulting services to organizations, regardless of their form of ownership, on the following issues:
- preparation of preliminary information for citizens and legal entities about planned economic and other activities;
- preparation of a draft notice of public discussion of the environmental impact assessment report.
The proposed service will allow for the implementation of practical aspects of the proper conduct of public discussions of environmental impact assessment reports, as well as the provision of consultative and expert support during the environmental impact assessment.
Stages of providing consulting services
- collection and analysis by specialists of information provided by the customer;
- preparation by specialists, if necessary, in agreement with the subject, of a plan for conducting a consulting service;
- preparation by specialists of a report on the provision of consulting services.

Filling out an application for AP
Since 02.03.2026, the Republican Center for State Environmental Expertise, Training, Advanced Training and Retraining of Personnel of the Ministry of Natural Resources has been providing, on a reimbursable basis and in accordance with a public agreement, services for filling out for business entities an application for the implementation of the administrative procedure provided for in clause 3.9.2. of the unified list of administrative procedures carried out in relation to business entities, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 09.24.2021 No. 548 (Obtaining an opinion on the compliance of a construction project accepted for operation with design documentation (in terms of environmental safety), and in relation to a construction project being built in accordance with Decree of the President of the Republic of Belarus dated January 31, 2025 No. 46, on compliance with the requirements of regulatory legal acts, including mandatory requirements of technical regulatory legal acts).
